Role Overview:

Zofeur is expanding its footprint in Saudi Arabia, starting with Riyadh, and we are looking for an exceptional Country Manager to lead the launch and scale-up. This is our first hire in KSA. You will build the Riyadh operation from the ground up, owning the marketplace (supply and demand), service quality, local partnerships, regulatory readiness, and unit economics.

This role combines strategic thinking with hands-on execution. You will be in the field early, building the playbook and operating cadence, and turning the launch into a scalable system that expands across Saudi Arabia.

Key Responsibilities:

Strategic Leadership & Business Development

  • Develop and execute the strategy to launch and grow Zofeur in Saudi Arabia, starting with Riyadh.
  • Own go-to-market sequencing, pricing and incentive levers, and the playbook to expand to additional cities.
  • Build strategic partnerships (B2B and strategic) to drive acquisition and retention.

Marketplace & Operations Management

  • Own day-to-day operations, including driver supply, onboarding, training, scheduling, service quality, customer support, and local growth execution.
  • Build the driver operating system: sourcing, screening, training, performance management, and retention.
  • Manage marketplace health with clear KPIs (coverage, ETAs, completion rate, cancellations, quality incidents, CSAT/NPS) and intervene fast when metrics drift.
  • Run hands-on field operations early, including ride-alongs, onboarding sessions, and live issue resolution until the operating system is stable.

Team Building & Management

  • Lead local hiring and team building in collaboration with the central HR team to attract top talent for Riyadh and KSA.
  • Build and mentor a high-performing team, fostering a culture of ownership, speed, and customer obsession.
  • Set clear goals and performance metrics, run regular reviews, and ensure alignment with company priorities.

Marketing & Brand Building

  • Develop and execute localized marketing and partnership activations to increase brand awareness and user growth.
  • Work with the central growth team to launch, measure, and iterate acquisition channels with disciplined experimentation.
  • Monitor market trends and competitor activity to adapt strategy and maintain a strong local position.

Regulatory Compliance & Government Relations

  • Ensure operations comply with local laws, transportation regulations, and business licensing requirements.
  • Build and maintain relationships with government bodies, regulators, and key public stakeholders.
  • Own the local compliance calendar and keep documentation, audits, and operational policies current.

Financial Oversight & Reporting

  • Own the country budget in coordination with the central finance team, ensuring disciplined expenditure and effective resource allocation.
  • Track and improve unit economics (revenue per service, driver costs, incentives, support costs, CAC) and use data to guide decisions.
  • Provide regular performance and market reports to headquarters, including weekly KPIs and monthly forecasts.

Qualifications & Skills:

Experience

  • Proven track record in a senior management role (e.g., Country Manager, General Manager, City Launch, Head of Operations), ideally within a mobility marketplace (ride-hailing, delivery, logistics) or an on-demand services platform.
  • Demonstrated success launching and scaling new markets, with clear ownership of execution and outcomes.
  • Strong P&L management experience with a record of hitting growth and profitability targets.
  • Experience building supply and operations from scratch (pipelines, training, quality systems, performance management).

Skills

  • Exceptional leadership and team-building capabilities, including hands-on involvement in key hiring decisions.
  • Strong business acumen with a data-driven approach to decision-making and comfort running weekly operating cadences.
  • Excellent communication, negotiation, and stakeholder management skills (partners, regulators, enterprise customers).
  • Fluency in Arabic and English is strongly preferred; deep understanding of the cultural and business landscape across Saudi Arabia, especially Riyadh.
